Meghalaya’s sporting ambitions are set to take a transformative leap with the construction of the Mawkhanu Football Stadium Complex at New Shillong Township.
Conceived as a 40,000-seater, FIFA-compliant, purpose-built football arena, the project represents one of the most significant sports infrastructure investments in Indian football history and the largest of its kind in the North East . More than just a stadium, Mawkhanu is the cornerstone of a broader vision to position Meghalaya as the “Football Capital of India”.
At an estimated ₹732 crore, the project reflects an unprecedented level of political and financial commitment by the state government. Unlike many legacy Indian stadia that were designed as multi-purpose venues, Mawkhanu is being developed exclusively for football. This distinction is crucial. While India already has larger-capacity stadiums in absolute terms, such as Kolkata’s Salt Lake Stadium or Kochi’s Jawaharlal Nehru Stadium, those venues are multi-sport facilities with athletics tracks that dilute the football viewing experience.
Mawkhanu’s design prioritises proximity to the pitch, uninterrupted sightlines, and an intense matchday atmosphere—features that align with modern FIFA and AFC standards.
The execution model chosen for the project is Engineering, Procurement and Construction (EPC), with a targeted completion timeline of 36 months. Under this structure, the contractor assumes responsibility for design, construction, and delivery, significantly reducing execution risks for the state. Importantly, while the EPC contract value stands at approximately ₹642.60 crore, the total budget of ₹732 crore accounts for land preparation, project management, utilities, and contingency reserves.

This financial buffer is particularly relevant given Shillong’s hilly terrain and high rainfall, both of which add complexity to large-scale construction.
From a technical perspective, Mawkhanu is being designed with climate resilience at its core. Shillong’s monsoon-heavy weather has shaped several key design decisions, most notably over 80 percent roof coverage to protect spectators and ensure uninterrupted hosting of matches and events. The stadium will feature a natural grass pitch with advanced drainage and irrigation systems, essential for maintaining playing quality in a high-rainfall environment. Broadcast-grade floodlighting, modern dressing rooms, media facilities, and hospitality zones are all integral to the design, ensuring the venue is ready to host international fixtures from day one.
Beyond football, the Mawkhanu complex is envisioned as a multi-utility sports and lifestyle hub. The plans include a fully equipped clubhouse with indoor facilities such as a swimming pool, gymnasium, tennis and squash courts, snooker rooms, and restaurants. This diversification is central to the project’s long-term sustainability. By enabling year-round use through memberships, training programs, concerts, and cultural events, the stadium avoids the common pitfall of becoming an underutilised “event-only” asset.

The socio-economic rationale behind the project is equally compelling. The Meghalaya government has projected the creation of nearly 15,000 direct and indirect jobs, spanning construction, facility operations, event management, hospitality, and ancillary services.
This aligns with the state’s broader sports-led development agenda, which has seen over ₹2,800 crore allocated toward youth development and sports infrastructure in recent budgets. Football, deeply ingrained in Meghalaya’s sporting culture, is seen as a natural vehicle for community engagement, youth empowerment, and regional identity.
Strategically, Mawkhanu gives Meghalaya a decisive edge in India’s football ecosystem. A 40,000-capacity, football-only stadium opens doors to hosting ISL matches, national team fixtures, AFC competitions, and FIFA age-group tournaments—opportunities that are currently limited by infrastructure constraints elsewhere in the country. The venue also strengthens the North East’s case as a major football hub, complementing the region’s rich talent pipeline and passionate fan base.
There is also a calculated cultural dimension to the project. The stadium’s architectural concept incorporates local elements, including design cues inspired by Meghalaya’s bamboo craftsmanship. This approach ensures that the structure is not just an imported global template but one that resonates with local identity and pride, blending modern engineering with regional aesthetics.
However, the success of Mawkhanu will ultimately depend on governance and operational clarity once construction is complete. Managing a facility of this scale demands professional expertise, especially for commercial operations such as concerts, hospitality, and clubhouse services. A public–private partnership model for non-core operations could be critical in ensuring financial sustainability while allowing the state to retain control over sporting use and community access.
